1. Introduction
- General
- The Thai NCE is permanently manned by a team, comprising with a National Contingents Commander or Chief of National Command Element (NCC/CNCE), an Operations Officer (C3), a Support Officer (C4), a Protocol &Visit and Liaison Officer (PVLO), a Communication and Public Information Officer CPIO), an Operations Clerk (OPS CLK), a Support Clerk (SPT CLK) and a Communications Clerk (COMMS CLK), in accordance with the duty roster.
- The Thai NCE staff brief and have individual on special task work during normal working period i.e. 0730-1730 hrs, 7 days a week.
- All Thai NCE Staff are to be preparing to work beyond the assigned working hours when necessary.
- Aim The aim of this manual is to provide detailed information on the role, structure and tasks of the Thai NCE.
2. Role of Thai NCE
The Thai NCE services as the coordination center to control and coordinate the conduct of peacekeeping Operations/activities of Thai Contingents ( namely: SE HQ, THAIBATT, Signal Unit, MP Unit, Medical Level II Unit, PKF HQ Thai staff and Thai UNMOs) in accordance with the Supreme Commander (SCDR) or Thai High Command Echelon intent and conducts the monitoring, evaluation and assessment of the Thai Contingents performance. Detailed responsibilities of the NCE are at Annex A.

ANNEX A
THE THAI NCE RESPONSIBILITIES
- Coordinate with the Supreme Command Headquarters (SCHQ) and the Peacekeeping Force Headquarters (PKF HQ) concerning the organization and deployment of Thai contingents Forces.
- The coordinating and monitoring of Thai Contingents current operations.
- Documentation of operational and administration activities and accomplishment of Thai Contingents.
- Preparation of operational and administration reports to the Joint Operation Center (JOC) SCHQ namely Daily Reports, Monthly Reports and Spot Reports.
- Coordination, authentication, production and distribution of direction and/or policy guidance of SCDR and the Thai High Command Echelon.
- Coordinating and supervising exercises to all Thai Contingents.
- Participate in PKF and NCEs meeting.
- Reviewing MOU, ROE for synchronization and mutual benefit with international community.
- Ensuring necessary all support requirements for Thai Contingents both from Thailand and UN are provided when and where required.
- Maintain close liaison with other NCEs, PKF Units, UNTAET, local agencies and NGOs in East Timor.

QUALIFICATIONS
1. National Contingents Commander or Chief of National Command Element (NCC/Chief of NCE)
a. Essential Qualifications
- Arms Corps Officer.
- Staff College Graduated.
- Knowledgeable in Thai National Strategic Interests, Military Strategic Relationship in International (ASEAN, etc) platforms.
- Knowledgeable in; UN Systems, structure and organization; Thai Foreign Affairs and Policies of Concerns; PKF�s System, structure and organization; and Mission Specific Background.
- Previous posting as an operations staff officer on a Brigade/Div HQ or equivalent.
- High proficiency in English speaking, reading and writing.
- Computer literate.
- Ability to work with other officers from other nations.
b. Desirable Qualifications
- Car driving license.
- Previous UN posting.
2. Operations Officer (C3).
- Essential Qualifications
- Arms Corps Officer.
- Staff College Graduated.
- Knowledgeable in; UN Systems, structure and organization; Thai Foreign Affairs and Policies of Concerns; PKF�s System, structure and organization; and Mission Specific Background.
- Previous posting as an operations and/or Military Information staff officer on a Brigade/Div HQ or equivalent.

- Previous UN posting.
3. Support Officer (C4).
a. Essential Qualifications
- Combat Support or Combat Service Support Corps Officer.
- Staff College Graduated.
- Knowledgeable in; UN Systems, structure and organization; Thai Foreign Affairs and Policies of Concerns; PKF�s System, structure and organization; and Mission Specific Background.
- Previous posting as a support staff officer on a Brigade/Div HQ or equivalent.
- High proficiency in English speaking, reading and writing.
- Computer literate.
- Must be able to work with minimum supervision.
- Must be able to work with Officers of other nations.
b. Desirable Qualifications
- Car driving license.
- Previous UN posting.

ANNEX D
NCE STAFF RESPONSIBILITIES
- National Contingent Commander (NCC), in the interest of the Government of Thailand (GOT), shall retain the overall operational control over all members of the Thai Contingent.
- Responsible in the establishment of a National Contingent Investigation Board (NCIB)
- Make appropriate decisions on disciplinary cases that may adversely reflect on national pride and dignity with corresponding penalty such as demotion, discharge and repatriation.
- Deny detachment of troops as well as the deployment of its contingent in areas other than what was agreed upon in the MOU between UNNY and GOT.
- Deny undue duties tasked other than what is embodied in the MOU between UNNY and GOT.
- Cause the programming of individual leaves of personnel.
- Responsible for the mission accomplishment of the whole contingent.
- NCC shall represent the GOT in all social functions that may be required by the PKF HQ
- Chief National Command Element (CNCE): Responsible to the SCDR (through J-3) for the effective and efficient functioning of the THAI NCE. He is primarily responsible for the effective administration and operation of the Thai Contingents/Troops. The responsibilities of the NCC/Chief NCE include:
- Providing of, advise and recommendations of mission or national interest related issues to Thai High Command echelon.
- Understanding of, and having working knowledge of, the PKF and what are happening in the PKF, daily.
- Taking direction of Thai High Command echelon from the JOC, SCHQ on all administration and operation issues;
- Providing information regarding Thai High Command echelon policies and procedures for all Thai elements;
- Coordination of all administration and operational activities of the Thai contingents.
- Interactive with the SE HQ Staffs, PKF HQ Thai Staff, Thai UNMOGs and providing service throughout the NCE.
- Finalized the compilation of the daily reports, monthly reports, and spot reports to JOC, SCHQ.
- Understudy the J-3, SCHQ.
3. Operations Officer (C3): Responsible for the OPS CLK and the effective and efficient functioning of the OPS CELL. The responsibilities of the Operations Officer include:
- Maintain situational awareness of the current ops status of Thai Contingents assets, including future tasks.
- Responses to request of an operational nature from Thai Contingents and other UN, NGO and Local agencies.
- Collecting and/or perform documentation of Mil Info, OPS and CMA activities and accomplishments of PKF, particularly Thai contingents.
- Preparation of Daily Reports in area of above mentioned matters to the JOC, SCHQ;
- Ensures all Thai Contingents are kept information in a timely and relevant manner.
- Ensure that all necessary action is taken on incoming messages.
4. Support Officer (C4): Responsible for all admin and support matter referred to the NCE and its effective and efficient functioning. The responsibilities of the Support Officer include;
- Coordination for Thai Contingents privileges and benefits system;
- Being designated as the Contingents Movement Officer (COMOVO) and be responsible, as point of contact (POC) in the main rotation flights or movements for incoming and out going contingents and meeting with or supervised by HQ UNTAET Movement Control and working in close coordination with the PKF HQ (MovCon, Admin and Per Cell);
- Issuance of rotation-plans for the Thai Contingents.
- Perform casualty reporting, personnel matters, transportation means and all admin matters requirements for Thai Contingents Repatriation.
- Ensuring that the NCE office is appropriately equipped and furnished;
- Arranging for, and co-coordinating the accommodation of personnel to visit/or official trip to DILI;
- Providing service in connection with duty and leave travel, medical/dental and rest and recreational (R&R) activities;
- Maintaining a mail service for THAI NCE and all Thai Contingents.
5. Protocol, Visit and Liaison Officer (PVLO): Responsible to the NCC/Chief for all official and working visits of Thai delegation to East Timor. He is the primary Point of Contact for all visits. He provides advice and guidance on protocol issues as required. The PVLO must maintain a lateral relationship with the PKF V & P, and UNTAET V & P. Tasks in detail are:
- Planning, scheduling, executing and monitoring all official visits of Thai delegation throughout East Timor.
- Advising the NCC/Chief of NCE and other Thai Contingents Head on all visits and Protocol issues.
- Coordinating all ceremonies within Thai Contingents.
- Assessing the requirements for each visit to include protocol, security and logistics.
- Provide assistance to all Thai Delegations or Contingents Heads with protocol, visits and ceremonies as required.
- Provide escort duties for VIPs as required.
- Liaise with the customs, Airline Agencies as required.
- Liaise with applicable PKF Spt Br and GPA agencies for transport.
- Liaise with applicable Governments, embassies or consulates to ensure appropriate diplomatic clearances are obtained and to establish/determine any protocol requirements.
6. Communication and Public Information Officer (CPIO): Responsible for the effective and efficient functioning of the THAI NCE Communication means or information network, particularly understanding, and fulfilling the information needs of, troops and the public responsibilities include:
- Planning and supervising Contingents PI program.
- Advising and informing the NCC/Chief of NCE and Thai Contingents Heads of media and communications matter.
- Serves as Contingents' Spoke man for all communication with external media.
- Facilitating media and communications efforts to cover NCE staff business by expediting the flow of complete, accurate and timely information.
- Gathering and analysis PKF Newsletter or internal publication of Thai Contingents activities and achievements to inform the Thai High Command Echelon.
- Close coordinate with PKF PI and UNTAET OCPI and other agencies to integrate strategy and unity efforts to communicate Thai Contingents perspective in support of the overall Contingents and UN Mission.
7. Operations Clerk (OPS CLK): Responsible in assisting the C3 in updating the relevant information of the OPS CELL and the filing of correspondence received. The duties are;
- Maintain the OPS Message Board.
- Assists in preparation of OPS CELL reports.
- Ensures all relevant correspondence is distributed and filed appropriately.
- Logs and passed all messages received directly to the C3.
- Conduct hard copy back up of electronic documents at 1730hrs daily.
- Disposes of classified waste.
- Ensures NCE office is kept tidy at all times.
- Is familiar with and is prepared to conduct SPT CLK and or COMMS CLK jobs as required.
- Monitors OPS Cell E-mail for incoming messages.
8. Support Clerk (SPT CLK): Responsible in assisting the C4in updating the relevant information of the SPT CELL and the filing of correspondence received. The duties are;
- Maintain the Admin and SPT Message Board.
- Assists in preparation of SPT CELL reports.
- Ensures all relevant correspondence is distributed and filed appropriately.
- Logs and passed all messages received directly to the C4.
- Conduct hard copy back up of electronic documents at 1730hrs daily.
- Disposes of classified waste.
- Ensures NCE office is kept tidy at all times.
- Is familiar with and is prepared to conduct OPS CLK and or COMMS CLK.
- Monitors SPT Cell E-mail for incoming messages.
9. Communications Clerk (COMMS CLK): Responsible in assisting the CPIO in the effective and efficient functioning of the THAI NCE Communication means or information network and updating the relevant information of the COMMS CELL and the filing of correspondence received. The duties are;

- Assists in preparation of COMMS CELL reports.
- Ensures all relevant correspondence is distributed and filed appropriately.
- Logs and passed all messages received directly to the OPIO.
- Conduct hard copy back up of electronic documents at 1730hrs daily.
- Disposes of classified waste.
- Ensures NCE office is kept tidy at all times.
- Is familiar with and is prepared to conduct OPS CLK and or SPT CLK.
- Monitors COMMS Cell E-mail for incoming messages.

First Conditions
- Attending the funeral of a close family member having a relative of the first degree (parent, spouse or child);
- Attending the funeral of a brother, sister or other close relative who was the sole surviving relative of the individual; or
- Critical or dangerous illness or injury to one of the above-mentioned family members.
