1. Introduction

    1. General
      1. The Thai NCE is permanently manned by a team, comprising with a National Contingents Commander or Chief of National Command Element (NCC/CNCE), an Operations Officer (C3), a Support Officer (C4), a Protocol &Visit and Liaison Officer (PVLO), a Communication and Public Information Officer CPIO), an Operations Clerk (OPS CLK), a Support Clerk (SPT CLK) and a Communications Clerk (COMMS CLK), in accordance with the duty roster.
      2. The Thai NCE staff brief and have individual on special task work during normal working period i.e. 0730-1730 hrs, 7 days a week.
      3. All Thai NCE Staff are to be preparing to work beyond the assigned working hours when necessary.
    1. Aim The aim of this manual is to provide detailed information on the role, structure and tasks of the Thai NCE.

2. Role of Thai NCE

The Thai NCE services as the coordination center to control and coordinate the conduct of peacekeeping Operations/activities of Thai Contingents ( namely: SE HQ, THAIBATT, Signal Unit, MP Unit, Medical Level II Unit, PKF HQ Thai staff and Thai UNMOs) in accordance with the Supreme Commander (SCDR) or Thai High Command Echelon intent and conducts the monitoring, evaluation and assessment of the Thai Contingents performance. Detailed responsibilities of the NCE are at Annex A.

ANNEX A

THE THAI NCE RESPONSIBILITIES

 

  1. Coordinate with the Supreme Command Headquarters (SCHQ) and the Peacekeeping Force Headquarters (PKF HQ) concerning the organization and deployment of Thai contingents Forces.
  2. The coordinating and monitoring of Thai Contingents current operations.
  3. Documentation of operational and administration activities and accomplishment of Thai Contingents.
  4. Preparation of operational and administration reports to the Joint Operation Center (JOC) SCHQ namely Daily Reports, Monthly Reports and Spot Reports.
  5. Coordination, authentication, production and distribution of direction and/or policy guidance of SCDR and the Thai High Command Echelon.
  6. Coordinating and supervising exercises to all Thai Contingents.
  7. Participate in PKF and NCEs meeting.
  8. Reviewing MOU, ROE for synchronization and mutual benefit with international community.
  9. Ensuring necessary all support requirements for Thai Contingents both from Thailand and UN are provided when and where required.
  10. Maintain close liaison with other NCEs, PKF Units, UNTAET, local agencies and NGOs in East Timor.

QUALIFICATIONS

 

1. National Contingents Commander or Chief of National Command Element (NCC/Chief of NCE)

a. Essential Qualifications

    1. Arms Corps Officer.
    2. Staff College Graduated.
    3. Knowledgeable in Thai National Strategic Interests, Military Strategic Relationship in International (ASEAN, etc) platforms.
    4. Knowledgeable in; UN Systems, structure and organization; Thai Foreign Affairs and Policies of Concerns; PKF�s System, structure and organization; and Mission Specific Background.
    5. Previous posting as an operations staff officer on a Brigade/Div HQ or equivalent.
    6. High proficiency in English speaking, reading and writing.
    7. Computer literate.
    8. Ability to work with other officers from other nations.

b. Desirable Qualifications

    1. Car driving license.
    2. Previous UN posting.

2. Operations Officer (C3).

    1. Essential Qualifications
      1. Arms Corps Officer.
      2. Staff College Graduated.
      3. Knowledgeable in; UN Systems, structure and organization; Thai Foreign Affairs and Policies of Concerns; PKF�s System, structure and organization; and Mission Specific Background.
      4. Previous posting as an operations and/or Military Information staff officer on a Brigade/Div HQ or equivalent.
      5. High proficiency in English speaking, reading and writing.
      6. Computer literate.
      7. Must be able to work with minimum supervision.
      8. Must be able to work with Officers of other nations.
    2. Desirable Qualifications
      1. Car driving license.
      2. Previous UN posting.

3. Support Officer (C4).

a. Essential Qualifications

    1. Combat Support or Combat Service Support Corps Officer.
    2. Staff College Graduated.
    3. Knowledgeable in; UN Systems, structure and organization; Thai Foreign Affairs and Policies of Concerns; PKF�s System, structure and organization; and Mission Specific Background.
    4. Previous posting as a support staff officer on a Brigade/Div HQ or equivalent.
    5. High proficiency in English speaking, reading and writing.
    6. Computer literate.
    7. Must be able to work with minimum supervision.
    8. Must be able to work with Officers of other nations.

b. Desirable Qualifications

    1. Car driving license.
    2. Previous UN posting.

        ANNEX D

        NCE STAFF RESPONSIBILITIES

        1. National Contingent Commander (NCC), in the interest of the Government of Thailand (GOT), shall retain the overall operational control over all members of the Thai Contingent.
        1. Chief National Command Element (CNCE): Responsible to the SCDR (through J-3) for the effective and efficient functioning of the THAI NCE. He is primarily responsible for the effective administration and operation of the Thai Contingents/Troops. The responsibilities of the NCC/Chief NCE include:

3. Operations Officer (C3): Responsible for the OPS CLK and the effective and efficient functioning of the OPS CELL. The responsibilities of the Operations Officer include:

4. Support Officer (C4): Responsible for all admin and support matter referred to the NCE and its effective and efficient functioning. The responsibilities of the Support Officer include;

5. Protocol, Visit and Liaison Officer (PVLO): Responsible to the NCC/Chief for all official and working visits of Thai delegation to East Timor. He is the primary Point of Contact for all visits. He provides advice and guidance on protocol issues as required. The PVLO must maintain a lateral relationship with the PKF V & P, and UNTAET V & P. Tasks in detail are:

6. Communication and Public Information Officer (CPIO): Responsible for the effective and efficient functioning of the THAI NCE Communication means or information network, particularly understanding, and fulfilling the information needs of, troops and the public responsibilities include:

7. Operations Clerk (OPS CLK): Responsible in assisting the C3 in updating the relevant information of the OPS CELL and the filing of correspondence received. The duties are;

Procedure of Repatriation on Compassionate Ground.

First Conditions

  1. Attending the funeral of a close family member having a relative of the first degree (parent, spouse or child);
  2. Attending the funeral of a brother, sister or other close relative who was the sole surviving relative of the individual; or
  3. Critical or dangerous illness or injury to one of the above-mentioned family members.
